Why are GWizard finishing speeds (RPM) slower than roughing speeds?

Why are GWizard finishing speeds (RPM) slower than roughing speeds?

On the manual lathes in our machine shop we normally use a slower RPM with higher feed/rev for roughing and a higher RPM with slower feed/rev for finishing. GWizard  recommends the opposite behaviour – I assume there a reason for this?
